I assume you are doing this test on your web server? If so, it does look like it should work. Are you able to use the RSS feed module on your site? That is another indication if your site has trouble connecting to remote sites.

No problems with external rss feeds. The weather components was working fine for years until the last php upgrade.

I added this feed to the Joomla News feeds Component
www.wrh.noaa.gov/FXC/wxstory.php?output=xml
It downloads and displays properly.

I would really prefer to use Z-Weather.

I know my assumption is that the issue is related to my upgrade to PHP Version: "5.3.2-1ubuntu4.5" but if others are using z-weather with the same version of PHP without issue, there must be some other configuration issue I am missing.

Everything worked fine for years until my php upgrade. I'm in the same position.
